(a) Each proprietor of a billiard or pool table or bowling alley, and after January 1, 1979, each proprietor of a slot machine, pinball machine or other type of coin-operated amusement device shall obtain a commercial amusement license and pay an annual license fee of twenty-five dollars ($25.00) for each such table, alley, machine or device. Such license shall be issued in accordance with Chapter 701.
(b) No proprietor shall operate or permit the operation of any such table, alley, machine or device unless a current valid license therefor has been obtained and displayed as provided by the provisions set forth in Chapter 701.
(c) No proprietor shall operate or permit the operation of any such table, alley, machine or device between the hours of 10: 00 p.m. and 8: 00 a.m.
(d) No proprietor shall permit betting or gambling in connection with the use of any such table, alley, machine or device.
(e) No proprietor shall permit or tolerate any person on the premises where such table, alley, machine or device is being operated, to become disorderly, loud or boisterous or to disturb the peace.
(f) The term "coin-operated amusement device" as used herein means any electrical or mechanical amusement machine or device operated by means of the insertion of a coin, token, or similar object, for the purpose of amusement or skill and for the playing of which a fee is charged. The term does not include vending machines in which there is not incorporated game or amusement features, nor does the term include any coin-operated electrical or mechanical musical device.
(g) A "proprietor" is hereby defined to be any person, firm, corporation, partnership or association who, as the owner, lessee or proprietor has under his or its control any establishment, place or premises in or at which such tables, alleys, machines or devices are placed or kept for use or play or on exhibition for the purpose of use or play and open to the general public.
(h) Any commercial amusement license obtained prior to January 1, 1979, shall be valid only until January 1, 1979 and the license fee to be charged for the license shall be limited to twenty-five dollars ($25.00) for the first such table or alley and ten dollars ($10.00) for each additional table or alley.
