Upon the declaration of a snow or flood emergency by the City Manager, the notice thereof being posted at City Hall, the owner, occupant or person having the care of any building or lot of land bordering on any street adjacent to such building or lot where there is located any catch basin, shall keep the catch basin free of ice and snow and other accumulations so that such catch basin shall properly function to remove and carry any storm water and water from melting snow.
