SECTION 5.03 ELECTION OF COUNCILMEMBERS.

Councilmembers shall be elected at the regular municipal election. Three Councilmembers shall be elected in each odd-numbered year for four-terms beginning the January 1 following their election but incumbents shall continue in office until their successors have been elected and qualified for office.
