No materials, fence, or shed shall obstruct the approach to any fire hydrant, manhole, fire alarm box, catch basin, inlet, vault, valve chamber, or any other public utility or traffic facility which is within and area being used by a permittee. No obstruction shall be placed so that there will be any interference with the passage of water in the gutter.
