§ 15.20.010 PERMITS FOR EXCAVATIONS AND FILLS REQUIRED.
   Whoever shall propose to excavate or fill any site within a street or other public place in the city shall obtain a permit from the Director of Public Works in the manner required by Chapter 15.24.
