A person who abandons a vehicle in violation of this chapter and the lawful owner of the abandoned vehicle, as shown by the records of the Alaska Department of Public Safety, whether or not the owner has complied with provisions of AS 28.10.271, are jointly and severally liable to the city for the impound fee, storage fee and for the cost of the removal and disposition of the abandoned vehicle.
