No person may operate a truck-tractor unit with tires with chains attached on any paved highway in the city, except when the city has issued an emergency order providing for the permissible use of tire chains due to inclement seasonal or weather conditions. An emergency order adopted under this section is not subject to AS 44.62 (Administrative Procedure Act). The decision to issue an emergency order based on inclement weather shall be within the discretion of the Public Works Road Chief and/or the Director of Public Safety, or a designee of either officer. The order shall be published to the community on the Public Safety Advisory Line (581-6080). Each inclement weather emergency order will be in effect for a 24 hour period. The Public Works Road Chief and the Director of Public Safety or their designee may, in his or her discretion, renew the order for additional 24 hour periods.
