After the time limit specified in the abatement notice for the abatement of a nuisance has expired, the abatement official shall proceed to abate the nuisance at the expense of the city, unless:
(A) The nuisance has already been abated to the satisfaction of the abatement official; or
(B) An appeal from the order of abatement has been filed with the City Council; or
(C) The city and the property owner or their agent have entered into a mutual agreement regarding the abatement of the nuisance.
