Entities, other than the City, which provide utility service to the public for a fee shall be operated so as to enhance the quality of life and business environment for the residents and businesses of the City. The City does not wish to restrict the operation of those utilities any more than is necessary to attempt to ensure reliable service, accurate property records, and that the service is consistent with the needs of the community.
