All persons within the City are required to dispose of solid waste in the City's solid waste disposal facility, or as otherwise provided in this Chapter. All property owners or persons in lawful possession of real property must pay to the City a monthly solid waste disposal fee. All waste shall be disposed of at intervals sufficient to protect the public health and well being as required by this Chapter.
