(A) The city desires to encourage sound orderly growth within the city limits and to avoid land use incompatibilities resulting from uncoordinated development.
(B) To these ends and for these purposes, it is necessary that there should be prepared and maintained a Comprehensive Plan, rules, and ordinances to guide the development of the city.
(C) It is recognized that planning is a means to the ends set forth in subsection (A) and (B).
(D) The city is authorized by AS 29.40.020 and AS 29.40.080 to establish a Planning Commission and a Platting Board.
(E) In furtherance of these policies, the city has established a Planning Commission, hereinafter referred to as the “Commission,” and a Platting Board, hereinafter referred to as a “Board.” The Commission and Board are the same body of officials.
