All property, including tide and submerged lands, which the city owns, or in which the city has right, title and interest, or to which the city may become entitled, may be leased by the city as provided in this chapter. Interests of the city in tidelands or submerged lands may be disposed of in accordance with the city’s regulations governing such disposals. The term “property” as used in this chapter includes any and all interests in real property.
