§ 7.08.100 RESERVATION OF EASEMENTS AND RIGHTS-OF-WAY.
   The city may reserve any easement and right-of-way to be used for public improvements and purposes before selling or disposing of city-owned real property. A lease of tide and submerged lands shall include such reservation of rights-of-way as are necessary to provide reasonable access to public waters.
