§ 6.12.050 BUDGETARY CONTROL.
   (A)   No officer, employee, department or agency shall, without Council approval, expend or contract to expend any money or incur any liability in excess of the amounts appropriated for a department by the current budget.
   (B)   All appropriations lapse at the end of the budget year to the extent that they have not been expended or lawfully encumbered, except an appropriation for capital improvements or projects which shall not lapse until the purpose of the appropriation has been accomplished or abandoned.

   (C)   Unencumbered appropriation balances may be transferred within a department by the City Manager at any time. At the request of the City Manager, the Council may transfer unencumbered appropriation balances, during the budget year, from one office, department or agency to another.
