§ 6.12.030 BUDGET MESSAGE; CAPITAL IMPROVEMENTS.
   As part of the budget message, in relation to the proposed expenditures for capital projects and down payments, the City Manager shall include a statement of pending capital projects and proposed new capital projects. This statement shall state the respective sums proposed to be raised by the issuance of bonds during the budget year.
