§ 6.12.020 BUDGET MESSAGE; CURRENT OPERATIONS.
   The budget message submitted by the City Manager to the Council shall explain the budget, contain an outline of the proposed financial policies, and describe the most important features of the budget plan. It shall set forth the reasons for significant changes from the previous year's budget.
