Upon personal delivery or the mailing of an absent voter's ballot, the City Clerk shall enter on the application of the absent voter, and on the space provided in the voter registration index, the number of and the date the ballot was delivered or mailed. Before the election, the City Clerk shall enter on the original registration list which voters have received the respective ballots under this section.
