If in a city election no candidate receives in excess of forty percent of the votes cast for the candidate's respective office, the City Council shall hold a runoff election within three weeks of the date of certification of the election between the two candidates receiving the greatest number of votes for the office. Notice of a runoff election shall be published at least five days before the election.
