The term of each member of a committee or commission shall be three (3) years. A member of a committee or commission shall be a city resident. A committee or commission shall appoint one of its members chair, for a term fixed by the committee or commission. The committee or commission shall also appoint a vice-chair to act in the absence of the chair, or in the inability of the chair to act.
