§ 1.20.085 RESOLUTION PROCEDURE.
   (A)   A resolution shall be introduced in writing.
   (B)   The following procedures govern the consideration of all resolutions.
      (1)    A resolution may be introduced by a member or committee of the City Council, or by the Mayor or the City Manager.
      (2)    Copies of the resolution shall be available to all persons present at the meeting at which the resolution is introduced and considered, or the resolution shall be read in full.
      (3)    The first reading of any resolution shall be final, and no further reading shall be required.
      (4)    All persons interested and who appear shall be given an opportunity to be heard on whether or not they believe a resolution should be adopted.
      (5)    The City Council may pass the resolution with or without amendment at the City Council meeting at which it is first introduced by the affirmative vote of a majority of the votes authorized on the question.
      (6)    The City Council shall print and make available copies of a resolution that is adopted by the City Council.
