The City Council shall act only by ordinance, resolution, or motion. Laws of a general, uniform, and permanent nature, and laws required by Alaska Statutes to be made by ordinance shall be reduced to ordinance. Acts of a temporary or special character shall be reduced to resolution or to non-code ordinance. Action may be taken by motion for conducting routine business not required by law to be made by ordinance or resolution.
