A parent, guardian or person having the care and custody of a minor who allows a minor under the age eighteen (18) years to be in or upon any street, highway, park, alley or other public place between the hours specified in Section 5-2-1 of this Chapter, except as otherwise provided in that Section, shall, upon conviction, be punished by the imposition of a Class C civil fine 1 .
