The owner or person having custody or control of any animal shall have the responsibility for cleaning up after the animal by immediately removing and disposing of in a sanitary manner any feces deposited by the animal upon public property or private property of another. "Sanitary manner" means placing the feces in a closed or sealed container and depositing in a trash receptacle. Further, it shall be the responsibility of the owner or person having custody or control of any animal to have in his/her possession suitable equipment for the picking up, removal and sanitary disposal of animal feces. This provision does not apply to a guide dog accompanying a blind person or to a service dog accompanying a disabled person or to a dog when used in police or rescue activities. (Ord. 778, 9-4-2012)
