Every person shall take and maintain positive steps to immediately control from blowing, any fill material, debris or any soil from their property. Said steps shall be either by water sprinkling system, sprinkler truck, gravel blanket, sod, straw or other agent which will positively prevent the blowing of disturbed soil, debris and/or fill material which is placed on the property.
