A. No vehicle or parts thereof may be abandoned or discarded upon public or private property.
B. The owner of the vehicle as shown in the records of the department of motor transportation, or the person in physical possession of the vehicle shall be considered responsible for the abandonment of a vehicle in the manner prohibited and shall be liable for the costs of removal, storing and disposition of the abandoned vehicle.
C. This section shall supplement and be in addition to the other regulatory codes and statutes enacted by the county, the state or any other legal entity or agency having jurisdiction.
D. This section shall not apply to:
1. A vehicle, or parts thereof, lawfully enclosed within a building or behind a sight obscuring fence in a manner where it is not visible from the street or other public or private property; or
2. A vehicle, or parts thereof, which is stored or parked in a lawful manner on private property in connection with the business of a licensed dismantler, licensed vehicle dealer, a junk dealer, or when such storage or parking is necessary to the operation of a lawfully conducted business.
