It is the duty of an owner or occupant of land adjoining a street to maintain in good repair and remove obstructions from the adjacent sidewalk. No owner or person in charge of property, improved or unimproved, abutting on a paved public sidewalk, shall permit snow, ice or debris to accumulate so that the sidewalk becomes a hazard or obstructs free passage to persons using it.
