To the extent not specifically precluded by the cable act or any other federal law, this chapter shall apply to cable service provided within the city and to open video systems, as that term is used in section 653 of the telecommunications act, provided however that any existing grantee shall not have to comply with the terms of this chapter until its current franchise agreement has expired.
