10-1-3: JURISDICTION:
   A.   These subdivision regulations shall apply to all subdivisions of land, as defined in section 10-2-2 of this title, located within the corporate limits of the city.
   B.   No person shall lay out and plat any tract of land located wholly or partially within the city except in compliance with this subdivision title. No person shall sell or exchange, or offer to sell or exchange, any parcel of land which is any part of a subdivision of a larger tract of land, nor offer for recording in the office of the county recorder any deed conveying such parcel of land, or any interest therein, unless such subdivision has been created pursuant to and in accordance with the provisions of this title.
   C.   No land shall be laid out and platted within the corporate limits of the city, until:
      1.   The city council has given final approval of the plat, all fees are paid and all required signatures are on the mylar; and
      2.   The approved plat is filed and recorded at the office of the county recorder.
   D.   No building permit or certificate of occupancy shall be issued for any parcel or plat of land which was created by subdivision after the effective date hereof and not in conformity with the provisions of these subdivision regulations, and no excavation of land or construction of any public or private improvements shall take place or be commenced except in conformity with the regulations.
