Any permit required by this chapter may be issued to any person, who is not a licensed contractor, to do any work regulated by this title in, or in connection with, a single- family or two-family dwelling used exclusively for living purposes, including the usual accessory building in connection with such dwelling, or in connection with a shed, utility building or outbuilding; providing, the person is a bona fide owner of such building and that the same will be occupied or used by the owner and that the owner shall personally purchase all material and perform all labor in connection therewith.
