In interpreting and applying the provisions of this title, the requirements contained herein are declared the minimum requirements for the purposes set forth, unless otherwise specifically stated. If, in the course of administration hereof, a question arises as to the meaning of any phrase, section or chapter, the interpretation thereof given by the planning commission shall be construed to be the official interpretation thereof. In the event that there is a need of further interpretation by any person, firm, corporation or official of the city, they shall submit the question to the appeal authority, which is authorized to interpret the title as provided herein. Where the question is still unsatisfied, the applicant may either apply for an amendment to this title to clarify the portion thereof which is in question or may file a petition with a court of competent jurisdiction for final interpretation.
