This title and the map entitled "Uintah City Zoning Map", which is part hereof, is hereby declared to be a comprehensive amendment to the zoning ordinance of the city. The existing zoning ordinance, together with all maps which are a part of the existing zoning ordinance, are hereby superseded and amended to read as set forth herein. This title shall be so interpreted upon all questions of construction and to questions of conforming or nonconforming uses, buildings and structures, and to questions as to the dates upon which such uses, buildings or structures become conforming and nonconforming.
