Water for firefighting by fire personnel through fire hydrants shall be provided without charge by the city. Installation and repairs on hydrants shall be at the city's expense and shall be made under the city's direction, except that the developer shall pay for fire hydrants made necessary by new development. All customers shall allow the city to install and maintain hydrants on the customers' premises. It shall be unlawful and illegal for any person, other than fire personnel, to use water from hydrants or to use water from a fire hydrant for any purpose other than firefighting, unless the person first obtains a permit from the superintendent and pays the required fee.
