8-1-8: SPECIAL RATES AND CONDITIONS:

The department may from time to time fix special rates and conditions for users of exceptionally large amounts of water, or for users making use of the system under extraordinary circumstances. Such special rates and conditions shall be approved by resolution of the city council. (Ord. 168-03, 11-11-2003)
