7-1-3: USE OF CITY PARKS, CEMETERY AND OTHER CITY PROPERTY:
   A.   Park Hours: It is unlawful for any person to enter or be upon any city park at any time from the hours of eleven o'clock (11:00) P.M. until five o'clock (5:00) A.M., except:
      1.   When participating in or attending an activity sponsored by the city or allowed under a permit issued by the city; or
      2.   Persons crossing a park on a regularly established walkway.
   B.   Cemetery Hours: It is unlawful for any person to enter or be upon the city cemetery before six o'clock (6:00) A.M. and after ten o'clock (10:00) P.M.
   C.   City Office Hours: The mayor shall establish the hours of the city offices and may change those hours from time to time for the benefit of the city and the residents. It shall be unlawful for any person, other than city officers and employees, to be in the city offices outside of the hours set by the mayor.
   D.   Other City Property: Other city property shall not be open to the public generally and the city may remove any unauthorized person on other city property.
   E.   Posting Of Time Restrictions: The time restrictions shall be posted at the main entrance to all parks, cemetery and the city offices.
   F.   Removal Of Disorderly Persons: Even though the parks, cemetery and the city offices shall generally be open to the public, the city shall have authority to remove any person who is disorderly, unruly or boisterous.
   G.   Personal Property: Personal property of the city shall not be available for public use. It shall be unlawful for any person to use the city personal property for his or her own use. In addition to any criminal penalty, any person who violates this subsection shall be liable for the costs of repairing or replacing any of the city personal property which is damaged.
