(a) The following guidelines shall be followed by charitable organizations that qualify and desire to solicit contributions from the occupant of a vehicle by standing on a City street.
(b) Charitable organization means an organization that has received from the Internal Revenue Service a currently valid ruling or determination letter recognizing the tax-exempt status of the organization pursuant to Section 501(c)(3) of the Internal Revenue Code.
(c) The permit shall be valid for only one period of time, which shall be specified in the permit, in any calendar year. The permit holder is eligible to conduct a toll road one time per calendar year.
(d) Toll roads may be held during the months of May, June, July and August. There will be only one per month and can be held on Monday through Saturday but not on a holiday.
(e) There will be a maximum of four people permitted in the street standing on the center line. There should be a cone or some such safety device on the center line also. No one under the age of eighteen shall be involved on site.
(f) Locations that can be used are the corner of Main and Eleventh and/or First and Water. Signs must be displayed in the area advising of what organization is soliciting donations.
(g) The permit shall state the name of the charitable organization, address, phone number and responsible contact person. It should also list the restrictions to be read before it is signed by a responsible person as well as the Mayor.
(h) The Mayor shall be the person to grant the permit to the charitable organization and set up a time frame for when the permits will be granted. Dates will not be assigned before February of each year.
(i) Any charitable organization that violates any of the restrictions shall not be eligible to have a toll road for a period of two years.
(j) The City accepts no liability for any injury for any participant involved in the toll road.
