(a) Before a license is granted or renewed under this chapter the Chief of Police shall cause the junkyard to be inspected and shall submit a written report of such examination to the Mayor. Such junkyard shall be inspected semi-annually at the order of the Chief of Police.
(b) If it is determined upon any inspection made under this section that the junkyard business is not being conducted in accordance with the provisions of this chapter the inspecting officer shall report such fact to the owner of the junkyard. A notice shall be sent to the owner by certified mail, return receipt requested, and shall detail the violations. A copy of such notice shall also be provided by the Mayor.
(c) Any owner of a junkyard who receives such notice shall within sixty days after the date of mailing of the notice, undertake and complete such changes or improvements as are necessary to conform to this chapter. At the expiration of the sixty day period the Chief of Police shall make a further inspection to require changes or improvements that have not been made.
