(a) No person under the age of eighteen years shall be permitted to operate a mechanical or electrical amusement device before 2:00 p.m. on school days unless accompanied by that person's parent or guardian. It shall be the duty of the owner to determine if, in fact, school is in session for the individual operating, or wishing to operate, such device.
(b) It shall be the duty of the owner to prominently display in his place of business the curfew laws of the City. It shall further be the duty of the owner to ascertain if his patrons are violating the curfew law, and if so eject them from the establishment.
(c) The Mayor, for the purpose of maintaining order and public safety, is hereby authorized and directed to make such rules and regulations concerning opening and closing times of every gameroom or amusement arcade, if he should deem it necessary, subject to the provisions of this chapter.
(d) Every rule and regulation established by the Mayor shall be in writing and made a record in his office, open to the public at all times.
