(a) The following words and phrases, when used in this section, shall have the meanings respectively ascribed to them in this subsection, except in those instances where the context clearly indicates a different meaning.
(1) “Cruising” means driving a motor vehicle, or causing or allowing a motor vehicle to be driven, past a traffic control point on East 3rd Street between Water Street and Dawson and/or N. Uhrich Street between 2nd & 4th Streets or any portion thereof, two or more times in any two-hour period.
(2) “Traffic control point” means a reference point on East 3rd Street between Water Street and Dawson and/or N. Uhrich Street between 2nd & 4th Streets or any portion thereof, which may be established from time to time by the Police Department.
(b) Cruising is hereby prohibited in the City of Uhrichsville. The person operating a vehicle at the time the vehicle passes a traffic control point for the second or subsequent time shall be guilty of the offense of cruising and shall be subject upon conviction, of a minor misdemeanor.
(c) This section shall not apply to any municipal, emergency, police, fire, ambulance or other governmental vehicle operated to transport members of the public for hire or to any business or commercial vehicle being operated for a business purpose.
(d) The provisions of this section shall not be enforced until signs have been placed conspicuously along the approaches to the designated NO CRUISING area of East 3rd Street and N. Uhrich Street which state that cruising is prohibited.
