1167.08 CERTIFICATE OF APPROPRIATENESS.
   (a)   The Board shall issue a written recommendation in the form of a "Certificate of Appropriateness" for all projects it reviews. Issuance of such a recommendation shall be by affirmative vote of three (3) members of the Board present and voting. The Certificate of Appropriateness will be issued and filed with the City Service Director by the Board.
   (b)   In making its recommendation and issuing a Certificate of Appropriateness, the Board shall consider whether the proposed change will affect adversely or destroy any significant historic or architectural feature of the structure, whether it is inappropriate or inconsistent with the spirit and purpose of this Policy and whether it will affect adversely or destroy the general historic and architectural significance of the area in question. With respect to proposed demolition, the Board shall determine whether preservation or rehabilitation is economically feasible, or shall make its recommendation in consideration of practical difficulties or unnecessary hardship that would deprive the applicant of the reasonable use of the land or building involved. The Board's recommendation may advise the applicant of any changes necessary, in the Board's opinion, to comply with this Policy.
