521.16 GRASS AND WEEDS.
   (a)   The growth of grass to a height in excess of six inches is declared to be a public nuisance.
   (b)   The growth of noxious weeds that are about to spread or mature is declared a public nuisance.
   (c)   Any person owning, renting or having charge of land within the City shall keep such land free and clear from all high grass, noxious weeds and rank vegetation and shall be required to cut all such high grass, noxious weeds and rank vegetation on the lots owned or controlled by him/her.
   (d)   Any person owning, renting or having charge of land within the City shall keep the grass thereon cut to a height not in excess of six inches.
   (e)   Any person owning, renting or having charge of land within the City shall keep such land free and clear from all noxious weeds so as to prevent the spread or maturing of seeds.
   (f)   Whoever violates this section is guilty of a minor misdemeanor and shall be fined accordingly.
   (g)   Prosecution under this section is a separate and independent action or remedy from the procedures provided by Ohio Revised Code Chapter 731 relative to the power of a municipality to remove noxious weeds at the expense of the property owner.
