147.03  DECLARATION OF EMERGENCY; MUTUAL AID.
   (a)   The Mayor, or in his absence, the appropriate designee, shall be authorized to declare a state of emergency or disaster, when, in his opinion, circumstances arise whereby such declaration becomes necessary.
   (b)   The Fire Chief, with the consent of the Safety Director shall be authorized to enter into Mutual Aid Agreements with other governmental agencies for the provision of fire and/or emergency aid to and from the City.
   (c)   The Fire Chief, or other member of the Fire Department acting as incident command, shall be authorized to call for mutual aid from any Fire Department or emergency response agency that may be necessary to mitigate an emergency within the City, irrespective of whether an emergency or disaster has been officially declared.
   (d)   The Fire Chief, or in his absence, any other officer or member acting on his behalf, is authorized to deploy manpower and/or equipment in response to a request for assistance from outside Tuscarawas County.  Said authorization shall be subject to approval of the Safety Director, or other duly authorized official.
   (e)   The Safety Director is authorized to use his discretion in determining whether to seek reimbursement as may be necessary or appropriate for the rendering by the City or out of county mutual aid.
