(a) Where the proper applications have been made and the proper fees have been paid, the Building Inspector shall cause an inspection to be made. If, during the inspection, the Building Inspector deems it necessary to contract for expert, qualified, or certified professionals to perform specific and special parts of the inspection, the contracted professional shall be a duly appointed representative of the Building Inspector.
(b) The actual cost of the inspection by the professional shall be borne by and billed to the person making the request or making the application requiring the inspection only if the inspection proves valid.
(c) If the bill is not paid within sixty days after submission, then the Council Clerk shall certify said costs together with a twenty percent (20%) penalty to the Tuscarawas County Auditor for placement on the tax duplicate to be collected as other taxes for return to the City.
