(a) Eligibility Requirements.
(1) Whether or not a person is an “indigent person” shall be determined on a case by case basis, and shall take into account the following factors:
Ready availability of real or personal property; employment benefits; pensions; annuities; social security; unemployment compensation; inheritances; number and age of dependents; outstanding debts, obligations and liabilities; and any other relevant considerations concerning the financial condition of the decedent.
(2) A person must be an established legal resident of the City of Uhrichsville to be eligible for burial assistance.
(b) Application and Determination.
(1) The next of kin of a deceased person who is thought to be eligible for burial assistance under Ohio R.C. 5101.521 shall apply to the City of Uhrichsville for said Assistance.
(2) The City shall prepare a financial affidavit to be completed by the family;
(3) A determination of availability will be made by the Uhrichsville City Council or its designates within twenty-four (24) hours of submitting the application;
(4) If the deceased person is determined to be eligible for burial assistance then the City shall make any and all necessary arrangements to have the deceased person properly buried.
