It is hereby declared to be the intent of the City that the several provisions of this chapter are separable in accordance with the following rules:
(a) If any court of competent jurisdiction shall adjudge any section, subsection, paragraph, sentence, clause, phrase, or word contained in this chapter to be invalid for any reason whatsoever, such decision shall not affect the remaining portions of this chapter, they shall remain in full force and effect.
(b) If any court of competent jurisdiction shall adjudge invalid the application of any provision of this chapter to a particular property, building, or structure such judgment shall not affect the application of the provision to any other property, building, or structure.
