(a) Owner and Operator. The owner and operator defined herein shall be responsible for the maintenance as required by this chapter.
(b) Occupant.
(1) The occupant of a dwelling unit shall be responsible for maintaining in a clean and sanitary condition that unit which he occupies and controls.
(2) The occupant shall keep all supplied facilities, including plumbing fixtures, heating systems, electrical systems, and cooking and refrigeration equipment, in a clean and sanitary condition and exercise reasonable care in their proper use and operation. The facilities must be in the same condition allowing for normal wear and tear when the occupants terminate their occupancy as when they initially occupied the unit.
(3) The occupant shall dispose of all garbage and rubbish in a clean and sanitary manner by placing it in approved storage on disposal facilities as prescribed herein.
(4) The occupant shall not place on the premises any material which causes a fire hazard, otherwise endangers the life, health or safety of any occupant(s) of neighboring dwellings.
(5) The occupant shall not place on the premises any material which causes a blighting or deteriorating influence on the premises or neighborhood, nor place in storage on the premises any furniture, equipment or material which harbors insects, rodents, or other pests or is conducive to infestation.
