The purpose of the chapter is to establish standards necessary to make all rental-dwelling structures safe, sanitary, free from fire and health hazards, fit for human habitation and beneficial to the public welfare, and to establish responsibility of owners and/or operators. The chapter shall be liberally construed to accomplish these purposes.
