If an emergency exists, as may be determined by Council, notice may be given by publication in a general circulation newspaper having at least weekly publication in Tuscarawas County, Ohio. Any notice by publication under this section must contain a legal description of the property; name all persons having a legal or equitable interest or lien of record in the property; state the intention of the City with regard to the removal of the building or structure; and the date on which the City intends to proceed with such removal. If an emergency exists, as may be determined by Council, notice may be given less than thirty days prior to such removal.
