(a) Building numbers shall be conspicuously displayed at the front of every house, residence, factory, workshop or place of business.
(b) No person, owning a house or building fronting upon any thoroughfare
of the City, shall fail or refuse to cause the same to be numbered as provided by the provisions of this section after fifteen days notice to do so by the Mayor, Safety Director or any police officer.
