(a) All remodeling and new construction projects and jobs within the City shall and will require a building permit.
(b) All persons, companies, corporations, businesses and the like must fill out the necessary form(s) which may be purchased at the Mayor’s office.
(c) The new rate structure exclude exterior and interior painting of a dwelling or out building.
(1) A fee of ten dollars ($10.00) shall be assessed on a project ranging in cost from one dollar ($1.00) through four hundred ninety-nine dollars ($499.00).
(2) A twenty dollar ($20.00) charge on any project costing from five hundred dollars ($500.00) through five thousand dollars ($5000.00).
(3) A thirty dollar ($30.00) charge on a project cost from five thousand and one dollars ($5001.00) to twenty thousand dollars ($20,000.00).
(4) A fifty dollar ($50.00) charge on a project cost of twenty thousand and one dollars ($20,001.00) to fifty thousand dollars ($50,000.00). Plus a surcharge of one dollar ($1.00) shall be added for each thousand dollars between twenty thousand dollars ($20,000.00) and fifty thousand dollars ($50,000.00).
(5) A eighty dollar ($80.00) charge on a project cost from fifty thousand and one dollars ($50,0001.00) to one hundred thousand dollars ($100,000.00). Plus a surcharge of one dollar ($1.00) shall be added for each and every one thousand dollars of the project over fifty thousand dollars ($50,000.00).
(6) A two hundred dollar ($200.00) charge on a project cost of one hundred thousand and one dollars ($100,001.00) to five hundred thousand dollars ($500,000.00). Plus a surcharge of one dollar ($1.00) shall be added for each and every one thousand dollars over five hundred thousand dollars ($500,000.00).
(7) A charge of six hundred dollars ($600.00) for a project over five hundred thousand dollars ($500,000.00). Plus a surcharge of one dollar ($1.00) shall be added for each and every one thousand dollars over five hundred thousand dollars ($500,000.00).
(e) The City is to collect any bonds that must be posted.
(f) Any construction which affects or involves a property line must include a survey analysis or drawing. This specifically to fences, driveways, downspouts, or drainage projects. Professional plans for construction, additions, or remodeling must be submitted first. At least a pen-drawn plan must be submitted to show frontage of walks, curbs and driveways.
(g) A permit is nontransferable.
(h) A permit is to be used only for project(s) of said dollar amount applied for by the applicant.
(i) A copy of the complete application shall be attached to original Ordinance 19-99 and shall be included in this section as if written in its entirety.
(j) Any person, business, company, corporation and the like who violates any part(s) of this section shall be guilty of a minor misdemeanor. Each day a building permit is not purchased shall constitute a separate violation.
