Notification must be given to the City prior to the beginning of the construction, remodeling or alteration of any building in excess of five hundred dollars ($500.00). The contractor, or if there be none, the property owner shall apply for and receive approval of the Director of Public Service, or any other person authorized by him to issue a permit, for such construction, remodeling or alteration.
